Notice on adjusting the inspection and supervision methods of imported crude oil

In order to further promote the reform of "deregulation and service", further optimize the business environment at ports and enhance trade facilitation, the General Administration of Customs has decided to adjust the inspection and supervision mode of imported crude oil to "release before inspection". The relevant matters are hereby announced as follows:

I."Release in advance" means that after the imported crude oil meets the requirements of the customs on-site inspection (information verification, sample preparation, etc.), the enterprise can carry out unloading and transshipment; "Post-inspection" means laboratory testing and conformity assessment of imported crude oil.

II.Only after the imported crude oil is inspected by the Customs and certified by the customs, can the enterprise sell and use it.

III.If major problems such as safety, health, environmental protection and trade fraud are found in the inspection and supervision, the Customs will deal with them according to law and adjust the inspection and supervision methods in due time.

This announcement shall go into effect on October 1, 2020.
