Construction Began On The Largest Chemical Cooperation Project Between China and Russia


The China-Russia Amur Natural gas and Chemical Complex (AGCC) project, which will become one of the world's largest polymer plants, has been officially launched, jiangui news learned from the China Petrochemical Press Office on August 27. Sinopec, which owns 40 per cent of the project, is developing it in partnership with Russia's Sibur Corp.


The above project is located in Amur State, Far East of Russia, 150-200 kilometers north of Heihe City, Heilongjiang Province. The designed production capacity is 2.3 million tons per year of polyethylene and 400,000 tons per year of polypropylene. The plant scale ranks among the top in the world, and it is the largest chemical cooperation project between China and Russia.


The project will take 5 years to build, and is expected to enter into operation in 2025. After completion, the main products will be sent to the Chinese market.


In June 2019, Chinese President Xi Jinping and Russian President Vladimir Putin witnessed the signing of the framework cooperation agreement on the project during his visit to Russia.


In June 2020, Sinopec and Sibur Formally signed the Amur Natural gas and chemical Project joint venture cooperation agreement. At present, the two sides are actively preparing for the project delivery, engineering construction and other related work.
