The Efficiency Of the New Supervision Mode of "Bonded Ship Oil Supply" in Dalian Free Trade Zone Is Prominent
Since the beginning of this year, oil supply enterprises in the Free Trade zone in Dalian have increased by 73 percent from last year, and the amount of oil from the single outlet has increased by 140 percent year on year, effectively enhancing oil supply efficiency and saving a lot of operating costs for ship-based oil supply enterprises. This is the direct benefit brought by the system innovation of Dalian free trade zone.
On November 12, 2019, the Management Committee of Dalian Free Trade Zone, in cooperation with Beiliang Port Customs, launched two new modes of oil supply supervision for bonded ships, namely "collection and distribution of supply" and "two warehouses and adjustment", based on the needs of enterprises. Since February 1 this year, the state has implemented an export tax rebate policy for fuel oil replenished by ships on international voyages at China's coastal ports. Dalian free trade area will be "sets out the points for" "two warehouse relief" and "boat fuel oil export tax refund" policy, implement the policy of bonded warehouse and export supervised warehouse and functional expansion, ship fuel supply enterprises can, in batches of centralized declaration for the ship, thoroughly through the domestic fuel oil supply "the last kilometer" of international ships.
By August this year, Beiliang Customs had completed 62 batches of fuel oil exported to warehouses of five refining and chemical enterprises, including Dagang Petrochemical, Dalian Petrochemical, Huabei Petrochemical, Liaoning Petrochemical and Liaoyang Petrochemical, totaling 372,700 tons, with a value of 727 million yuan and an export rebate of 94.51 million yuan. In the next step, dalian Free Trade Zone Management Committee and Beiliang Port Customs will work closely to further enhance the aggregation effect of bonded ship oil supply base and attract more ship oil supply enterprises to set up in Dalian, so as to promote the high-quality development of ship oil supply business.
